Legislative Update – Final Stretch
Michelson Center for Public Policy (MCPP) has secured a significant policy milestone: a $5 million state budget investment to expand justice-involved workforce development in Los Angeles County. Meanwhile, sponsored legislation advancing workforce pathways, housing transparency, and economic mobility—and support for additional measures that expand opportunity and protect consumers—continues to move through the legislative process.

Budget Request – Jails to Jobs
Authors: Assemblymember McKinnor & Senator Smallwood-Cuevas
Summary: Secured a one-time $5 million state investment to launch a Jail to Jobs pilot program. The funding will help Los Angeles County build the workforce education infrastructure, employer partnerships, and technical assistance capacity needed to educate employers and workers on labor laws, workplace rights, and employment requirements for individuals navigating pending criminal cases. By strengthening workforce readiness and employer engagement, the pilot aims to reduce barriers to employment and improve long-term workforce outcomes.

SB 1296 – Pet Policy Transparency
Author: Senator Durazo
Summary: Requires landlords to disclose pet policies in rental advertisements and application materials before charging application fees. Improves housing transparency by reducing unnecessary costs and uncertainty for renters with pets.

AB 2483 – Incarcerated Firefighter Certification
Author: Assemblymember Elhawary
Summary: Requires CAL FIRE and CDCR to establish a standardized certification process for incarcerated firefighters who complete conservation camp training programs. Creates clearer workforce pathways into state fire service positions while expanding employment opportunities for formerly incarcerated firefighters.
